Process - Legislative Experts

Guiding Questions:

  1. Assume the role of a Local Government Official in a township in the Highlands Planning area. Will you potentially support growth in some areas of your town; and, if so, under what conditions and in what ways can its impacts be minimized?
  2. Assume the role of a County Official in the Highlands Planning area. Your county has both preservation and planning areas, how will the Protection Plan promote sustainability in your county and elsewhere?
  3. Assume the role of a Regional Official in the Highlands Planning area. What do you see as the three most important factors or challenges in determining how successful will the Protection Plan will prove to be? Based on the early results from the implementation of the New Jersey Highlands Act, what misconceptions or confusion do you expect with the New York Protection Plan, and how can these be overcome?
  4. What role will the local, regional, and state legislators play in the debate over watershed preservation?

Your team must submit your detailed answers to the CEO. If they are satisfactory, your team will get the thumbs up to proceed.

Your team will formulate three recommendations for the creation of the New York Highlands Protection Plan and present them to the NYHAB.

Remember:

  • Your team will have about 5 minutes of the 30 allotted for your consulting company.
  • Your presentation should address the anticipated objections using the information from the questions you answered.
  • A question and answer session will follow the presentations.
