Introduction

The New Jersey Highlands represent the last remaining large expanse of pristine mountain lakes, streams and unbroken forests in the state. This area, covering approximately 1000 square miles in northwestern New Jersey, possesses the greatest diversity of natural resources of any region in the state which serves over half of all New Jersey residents. This area is threatened mainly because of population growth, increased deforestation, and urban sprawl. Between 1995 and 2000, the Highlands lost approximately 17,000 acres of forest and 8,000 acres of farmland. Expected growth in the region could result in an additional loss of 3,000 acres per year.

Ms. Huga Tree, Chairperson of the New York Highlands Advisory Board (NYHAB), has received a call from Senator Bruno who saw the Public TV show about the New Jersey Highlands. He is pleased to tell her the State of NY will provide a $2,000,000 grant for a similar Highlands Protection Act for the State of New York. Ms. Huga Tree and her board are overwhelmed with the opportunity the New York State legislator has given them. The NYHAB has decided to hear presentations from environmental consulting firms. As an employee of one of the state’s preeminent consulting groups, your Chief Executive Officer (CEO) wants to win the $2,000,000 contract to help New York State develop similar legislation.

Ms. Huga Tree consults her advisory board; they decide to allow environmental consulting firms to develop the Protection Plan for New York. NYHAB will hear presentations from environmental consulting firms who wish to compete for the funding for the plan.
