The NYHAB understands that in New Jersey the debate over preservation of the Highlands has pitted environmentalists and builders against one other. In addition, farmers are concerned that they may lose their right to farm and municipalities fear their local control and autonomy may be compromised. NYHAB has selected four consulting companies to bid for the $2,000,000 contract based on their understanding of the problems encountered in New Jersey.

- Terrestrial environment
- Aquatic environment
- Farming/agricultural interests
- Information on development
- Potential legislation - how to implement a similar plan
