September 12, 2007: Board of Public Utilities:
The New Jersey Board of Public Utilities (BPU) today unanimously approved the modification to the BPU’s April 2006 Renewable Portfolio Standard (RPS) to include 22.5% renewable energy by 2020 for all electricity purchased in the state. Simultaneously the NJBPU has begun its four (4) year budgeting cycle wherein it determines how much money should be allocated to renewable energy technologies to aid in their adoption throughout the State to make sure the RPS goals can be met.

November 15, 2007 – Energy Master Plan Hearings
Officials of the Energy Master Plan Committee just released the draft NJ Energy Master Plan and according to the process they have outlined there will be 60 days for public comment. All NJ residents and those in the energy sector are encouraged by the Committee to become involved and to build their case for the energy technologies required for the State to become energy independent and environmentally responsible conforming with the RPS. Today is the first hearing it is opened by the Chair of the EMP Committee.
Chair Dr. U.V. Raysburn starts the meeting with the following statement:
“Humanity’s way of life is on a collision course with geology - with the stark fact that the Earth holds a finite supply of oil. The flood of crude from fields around the world will ultimately top out, then dwindle. It could be 5 years from now or 30. No one knows for sure, and geologists and economists are embroiled in debate about just when the “oil peak” will be upon us. But few doubt that it is coming. “In our lifetime”, stated economist Robert K. Kaufmann of Boston University, who is 46, “we will have to deal with a peak in the supply of cheap oil.” According to physicist Alfred Cavallo, “People should be doing something now to reduce oil dependence, and not waiting for Mother Nature to slap them in the face.” [T.Apenzeller, The End of Cheap Oil, National Geographic, June 2004].”
Allocation secretary Ms Ampere Wattage states:
“In keeping with the NJBPU’s statewide strategic commitment to renewable energy and conservation at the level of reaching six and a half percent (6.5%) renewable electricity used in New Jersey by 2008 and our objectives to foster installation of 300 Megawatts (MW) of Class I renewable electric generation capacity in New Jersey by that time we are adopting a budget allocation in excess of $235M for this sector in that year. We encourage all suppliers of Class I renewable energy technology to advise us in how best this allocation could be divided among the competing technologies to help us meet our 22.5% goal by 2020.”
Panel member Mr Beauford Winscale announced that
“The NJBPU is holding hearings over the next 60 days in concert with the NJ Energy Master Plan Committee to assure that we allocate our budget in a way that supports that process. We are seeking input from Renewable Energy companies to determine the allocation of over $200M in funds among the following renewable energy sources:”
- Wind
- Photovoltaic (solar electric)
- Biomass technologies and feedstocks
- Geothermal
- Micro/Small hydroelectric
Your CEO has sent you to this meeting because it is the responsibility of your company’s team to prepare a presentation for the NJBPU hearing to direct as much funding possible to the renewable energy source your company is promoting.
